In 2011, the Spanish Ministry of Industry, Tourism and Trade, other State Authorities and the Spanish Parliament approved a range of energy measures, of which we have chosen the most noteworthy. Legislation related to gas is outlined in Chapter 4.

They are set out in chronological order.

  • Resolution which establishes the amounts of coal, the maximum volume of production and (electrical) energy remuneration prices for 2011, to be applied to the restrictions resolution process to guarantee supply (Official State Gazette 10/02/2011).
Unión Fenosa Gas

The objective is to supply 9.9 million tonnes of coal in 2011 at a special price, with a cost nearing 600 million euros, according to calculations made by the Government when approving the standard.

  • Circular 4/2011 of the National Competition Commission (CNE), which establishes the information to be sent to the CNE to carry out supervisory duties indicated in Royal Decree 134/2010 (Official State Gazette 19/02/2011).

  • Sustainable Economy Act 2/2011 (Official State Gazette 05/03/2011).

This act has several different objectives. To appoint the organisation that is involved in the operations of the State's regulatory bodies, such as the CNE.

  • Royal Decree which regulates the disposal of products to be sold off due to a difference in price by certain special scheme facilities and the purchase by last resort traders of the electrical sector (Official State Gazette 05/03/2011).

This Royal Decree affects the payment system of premiums for special scheme facilities at a regulated tariff, but without influencing the price received by the special scheme producers, who always charge the same price for production, in accordance with regulations prevailing at any given time. When making the fixed price payment, the price difference of the CESUR tender will be taken into account and not the wholesale market price, which was occurring until this Royal Decree was published.

  • Order which modifies Order ITC/3298/2010, extending coal mining industry grants for the 2008, 2009 and 2010 financial years (Official State Gazette 11/03/2011).
  • Order which determines the content and the manner of sending the information to MINETUR regarding prices which apply to end-consumers of electricity (Official State Gazette 22/03/2011).
  • Resolution which publishes the cost values of the natural gas raw material for the first quarter of 2011 to calculate the efficiency complement and remuneration values for cogeneration facilities (Official State Gazette 23/03/2011).
  • Order which establishes access tolls from 1 April 2011 and certain tariffs and premiums of the special scheme facilities (Official State Gazette 31/03/2011).
  • Resolution which establishes the electrical energy production cost and last resort tariffs to be applied in the second quarter of 2011 (Official State Gazette 31/03/2011).
  • Royal Decree which establishes compulsory biofuel objectives for 2011, 2012 and 2013 (Official State Gazette 02/04/2011).
  • Resolution of the CNE which establishes lists of the main operators in energy sectors (Official State Gazette 27/04/2011).
  • Act which establishes measures to protect critical infrastructure (Official State Gazette 29/04/2011).
  • Order which establishes access tolls from 1 January 2011 and certain tariffs and premiums of the special scheme facilities (Official State Gazette 29/04/2011).
  • Royal Decree which regulates the direct granting of subsidies to purchase electric vehicles over 2011, within the 2010–2012 Action Plan of the 2010–2014 Comprehensive Plan to Promote Electric Vehicles in Spain (Official State Gazette 10/05/2011).
  • Resolution which publishes the IDAE Resolution, which establishes the regulations and 2011 round of the grant programme for savings and energy efficiency investment projects (Official State Gazette 11/05/2011).
  • Royal Decree which approves the Critical Infrastructure Protection Regulations (Official State Gazette 21/05/2011).
  • Royal Decree which regulates the activities of the charging company of the system to carry out energy recharging services (electricity). (Official State Gazette 23/05/2011).
  • Royal Decree that modifies Royal Decree 430/2004, which establishes new standards about limiting emissions into the air of certain pollutants from large combustion plants (Official State Gazette 26/05/2011).
  • Resolution that modifies another of 14 May 2009, which establishes the billing procedure with estimates of electrical energy consumption and adjustments made to actual bills (Official State Gazette 30/05/2011).
  • Royal Decree which establishes four professional certificates from the professional fields of energy and water (Official State Gazette 06/06/2011).
  • Resolution which publishes the cost values of the natural gas raw material for the second quarter of 2011 to calculate the efficiency complement and remuneration values for cogeneration facilities (Official State Gazette 21/06/2011).
  • Resolution which establishes the electrical energy production cost and the last resort tariffs to apply in the third quarter of 2011 (Official State Gazette 01/07/2011).
