The earliest available data suggests that greenhouse gas emissions may have fallen by 17% in 2008.

While greenhouse gas emissions had increased by the end of 2007 to more than 50.6% above the level recorded in 1990, the data for 2008 is more optimistic. This can be put down to three reasons: lower demand for energy, the continuing promotion of renewables, particularly in the generation sector, and the increased use of natural gas (specifically in combined cycle plants) instead of coal.

It should be remembered that Spain made a commitment under the Kyoto Protocol that its average emissions for the period from 2008 to 2012 would not be more than 15% higher than the figure recorded in 2009.

It should also once again be mentioned that energy consumption per head of population in Spain is lower than the average for the EU as a whole, standing at around 90% (88.8% according to data from 2006, the most recent figures published by Eurostat).
